With some guidance, I realized the outfits have also been seen on a German picture sleeve and in some shots that appeared in Bravo magazine, so the basic hunch is that this was produced for German TV. Feel free to correct me if I'm wrong though!

Haha you beat me to posting this here! lol. I was wondering if more clips were filmed for this broadcast, and if so, could this show form the new "In Performance, 1968" DVD package? Photos from this show have been widely circulated. One appeared on the German picture sleeve for 'Jennifer Eccles' (Hansa Records) and there's also a widely circulated photo that appeared in Bravo magazine at the same time. 'Jennifer Eccles' was released on 22nd March, 1968 - so this clip must pre-date that by a few weeks. They toured in America throughout February 1968, so this clip could have been recorded as far back as January. But I have no information at all of the Hollies touring or even visiting Germany in early 1968, but they toured Scandinavia throughout December 1967, so maybe this clip dates as far back as then? According to the Hollies' Tour Book (from 2000, the first one with Carl Wayne), the Hollies had a TV-date in Munich on 1-25-1968, shortly before they started their U.S. tour.

Sorry to spoil the fun but this clip has been around for perhaps 10-15 years via a German Pay TV channel rescreening in the 1990s, but probably only re-shown the once. It just hasn't hit Youtube...until now.
Though this Youtube clips cuts out after the song, there is also a brief interview with the band where Nash mentions he is about to head off alone to Cannes for Midem (the world's biggest annual music industry convention), the others flying back and doing their own thing.
The copy I have is quite ropey and comes from VHS so it predates the DVD era - perhaps this has been rescreened in recent times?
As far as I know, this mimed performance of 'Dear Eloise' originates from the German ZDF network programme Der Goldene Schuß (The Golden Shot), recorded and broadcast from Munich, 25 Jan 1968.
